Why does ';oil-free'; eye makeup remover appear to have OIL in it?

Im not sure about this one but based on my experience, oil is still the best way to remove makeups. I guess the only components that can breakdown the waxes from mascaras are just oil





So i guess that's why even if most companies claim that its oil-free,it still got oils on them..
