Any kind of oil!
I use it all the time for my eyeliner and mascara, it works great!
You could use...
Vegetable Oil, Grape Oil, Extra Virgin Olive Oil, Baby Oil, or just any oil. It really works, and it's easy to do.
Just put the oil on a cotton ball and rub your eyes. [[:
Maybe you should try a natural product. Do you know what is in the makeup that you are allergic to? If you do, try and get some without that in it.
Try any of these!

baby oil
it's really, really works---- better than makeup remover and it's cheap and conditions your eyelashes at the same time.
You can use Baby Oil to take it off. :D
use a smooth moisturizing lotion and apply it with a clean q-tip also use a q-tip with warm soapy water but the lotion works best ;)
extra virgin olive oil!

Mineral oil can be found in the drug store or grocery store in the drug department. It is oily and you will need a cleanser afterwards.
